Program Introduction

The Master’s program in Public Administration (MPA) introduces a unique, scientific, and real life approach to the teaching of Public Administration in Pakistan. The discipline has evolved in an environment where governance and service delivery face severe challenges. Through a multi-disciplinary approach, the program will offer comprehensive learning with emphasis on administrative law, economic management, organizational management, governance and society, civil service evolution, financial analysis, and the dynamics of political processes and how they impact policy outcomes.
The program affords a distinct advantage to the aspiring practitioners and researchers alike by enhancing their professional skills, familiarizing them with a public manager’s challenges, and equipping them with effective tools and techniques to cope with those challenges. The students will learn about the indigenous administrative peculiarities within the political and socio-economic context, the legal and institutional framework, and budgetary constraints, equipping them to devise feasible solutions to complex problems. The program attempts to offset the negative connotations associated with the terms of 'Bureaucracy' and 'Governance' by regenerating interest in the field of Public Administration and by contributing to reconstruct a better bureaucracy and better governance. During the coursework, the students will hone their analytical, communication, and interpersonal skills. The program develops the students’ capacity for logical reasoning and enables them to assume effective leadership roles in the society.
The learning take place under an all-encompassing instructional framework where theory is paired with contemporary case studies, best practices, seminars, and discussion sessions that are based on real world examples of public administration, as well as new ideas, scholarship, and developments in the field. Besides, the program offers hands-on skill building and problem solving. With faculty members engaged in research and applied field work, the School strives to achieve excellence in teaching and learning which has been a UMT hallmark
